Mr. Robert Dumitrescu is a career diplomat, and since 2017, he is Deputy Consul General at the Romanian Consulate General in Chicago. Previously he was a part of the political section of the Embassy of Romania in Washington D.C. as counselor on NATO, political-military and strategic affairs. In this capacity, he had an expert role in the bilateral negotiations with US for military bases in Romania and for the Ballistic Missile Defense Agreement, together with the Joint Declaration for the Strategic Partnership for the 21st Century. He held the position of Head of Political Section (2013-2015), and then as acting Deputy Chief of Mission. From 2001 to 2005, he served in the Political Section of the Permanent Mission of Romania to NATO Headquarters in Brussels, Belgium. Robert earned his Law Degree in Juridical Sciences from the University of Bucharest (1997), and he holds a MS in Business Information Systems from the Flemish University of Brussels.

In this capacity, he had an expert role in the bilateral negotiations with US for military bases in Romania and for the Ballistic Missile Defense Agreement concluded in September 2011, together with the Joint Declaration for the Strategic Partnership for the 21st Century. He held the position of Head of Political Section (2013-2015), and then as acting Deputy Chief of Mission, he was in charge of organizing the first high level bilateral meeting between the newly elected Romanian president and the US vice-president Joe Biden in mid-2015.

From 2001 to 2005, he served in the Political Section of the Permanent Mission of Romania to NATO Headquarters in Brussels, Belgium. He was actively involved in all the stages of Romania's accession to NATO: Partnership for Peace, Membership Action Plan, invitee and ultimately, NATO membership, for which he received a Presidential commendation. Robert joined the Ministry of Foreign Affairs in 1999, when he started to work in the Security Policy Division, focused on the main national foreign policy objective, the integration to NATO. A native of Bucharest, Romania, he earned his Law Degree in Juridical Sciences from the University of Bucharest (1997). He has also a MS in Business Information Systems from the Flemish University of Brussels, and he did graduate work in Security Studies at the George Washington University.
